A road sign that fails the minimum RA threshold is not a compliant road sign — it is an aluminium board.
IRC:67 and ASTM D4956 set minimum retroreflectivity (RA) values for each sign class at defined observation and entrance angles. A sign that falls below minimum RA — because it was manufactured with the wrong film grade, because the film has degraded before its rated service life, or because it was never tested — does not meet the standard regardless of how bright it looks in daylight. Highway authority procurement under NHAI and state PWD frameworks requires documented retroreflectivity test data for each delivery batch; a sign supplied without that data cannot be formally accepted under the contract terms.
IRC:67 geometry is exact — sign size, border width, and symbol proportions are not aesthetic choices.
The sign manual defines every dimension: circle and octagon diameter by road class, triangle side length, border width as a fraction of sign dimension, letter height and font family for legends, symbol proportions for pictographic signs. A stop sign that is 550 mm instead of 600 mm, or has a 15 mm border instead of the specified 22 mm, is a non-conforming sign. For road authority programmes, a non-conforming sign is a financial risk — it may not be accepted at handover, may need replacement before the rated service life, and creates liability in the event of an accident attributable to missing or substandard signing.
Construction zone signing is its own standard — IRC:SP:55 — and fluorescent film is the specification.
Temporary traffic management signs in construction and maintenance zones are governed by IRC:SP:55, which mandates fluorescent orange or fluorescent yellow retroreflective film for temporary warning and regulatory signs — not standard white or yellow film. The higher conspicuity of fluorescent film is the reason for the specification: workers and drivers need to distinguish temporary from permanent signs at speed and in adverse light. Supplying standard yellow or white retroreflective film for construction zone signs is a specification error, not a cost-saving measure.

IRC:67 Compliance Approval Drawings
Sign approval drawings produced for every new sign type — symbol geometry, border width, letter height, colour specification reference, retroreflective film grade, substrate thickness, and post position all marked to IRC:67 dimensions. Drawings supplied in PDF and DWG format. Available for authority review before production starts; revision history maintained for multi-year supply contracts where sign specifications are updated between orders.
IS 15058 Material Conformance Certificate
Aluminium substrate certificate of conformance to IS 15058 / 5052-H32 alloy specification — stating temper, thickness, and mechanical properties for the sign blank material used in each production run. Material test certificate from the aluminium mill traceable to IS 2500 sampling plan. Supplied alongside retroreflectivity test report as part of the standard quality documentation package for highway authority and PWD sign procurement.
